Does this apply the discount?
No — the bar is visual only and never creates or applies a discount. Set the actual discount up in Shopify or with Checkout Rules; the bar reports progress toward it.

How is it different from the Shipping Progress Bar?
Shipping Progress Bar is purpose-built for one free-shipping threshold. Progress Bar is the general case: several milestones, and tracking by subtotal, quantity or a product list.

Can I track a collection?
Not directly — checkout doesn't expose collection membership. Track an explicit product list instead, which is what the block does under the hood anyway.
